The Pinnacle software I use will do PinP. My problem is the POS GoPro's shutting off after a few minutes so I don't get the footage to produce them.

No. When I bought it it was ~$100 for the basic program. The full Studio version was ~$150.

If those don't work get out your credit card and spend ~$100 on adobe premier elements, pinnacle, or Sony Vegas.

To do anything other than clipping out footage and changing formats, a non-linear editing program is needed that can handle multiple video and audio tracks, which the above three do well enough for most users.

I use adobe premier pro because I got sick of messing with the free and low end stuff trying to get done what I wanted :-)

Does it need any apps to play?

iMovie came with my MacBookPro (sort of free, sort of paid for it), it can do Picture in Picture, side by side, cuts, transitions, effects, multiple audio tracks, and much more that I haven't figured out yet.

The free one that comes from/with GoPro looks pretty decent also, but I haven't taken the time to learn it since i've got iMovie.

Tomsguide recently did a write up on a lot of good, mostly free video editing programs. There may be a couple good ones in there that I haven't come across. Worth a look.
