Question about event entry...

As of recently I will be driving on a restricted license.

Does the SCCA allow people to attend an event with a restricted license?

Well, it will be a red license, to and from work and school only.

If I remember correctly you can only compete with a restricted license if you can meet the restrictions while competing. In your case your license isn't valid at the event, it's only valid when commuting between home school and work, so it probably won't be accepted.
