How much track time do PDX participants get?
After reading http://www.sccatimetrials.org/ it looks like just 30 minutes, from 7:30 to 8:00 am. Is that it?
Do PDX drivers have to work all day after that?
also, where does one buy the required arm restraint or safety net?

From what I read on the page linked in your post, if you don't want to work, the cost is $75. If you work, then the PDX is free.

If you work the regional Road Race event the entry is free, contact me and I will put you in contact with the chief of workers.
If you dont want to work then the entry fee is $75, and you get 30 minutes of one on one instruction and track time. You are also required to attend the 60 minute classroom session on Saturday evening, we will discuss track basics like braking points, lines, apex's, flags and their meanings and other issues pertaining to performance driving. I think $75 is pretty good value for 60 minutes of theory and 30 minutes of instruction.
You also have the option of doing the PDX, and getting signed off if the instructor is satisfied with your progress, to do the T/Trials event that same day. It would require both entry fees to be paid.

I have also seen them from Jeg's, Saferacer and Simpson.

can I ask,
what is the purpose of the arm restraint or window net?
how do the arm restraints attach? (the instructions I saw for the G Force restraint hooks into a harness)
for a window net, how is that attached?
what would I have to do to be able to use my Sparco 4pt harness? a harness bar, roll bar, or full roll cage? (it's basically an STS car now, though may get SM/OSP'ed later)

Arm restraints and /or window nets are to keep all body parts inside the car in the event of an accident.
Window nets would require some degree of mounting, and that depends on whether the window is framed, or not. Arm restraints are usually the easier way to go.
Arm restraints can attach to the harness, or I have seen some of the sprint car style harness attach to the drivers suit itself. My restraints have a quick release which is good in case you need to exit the car in a hurry and dont want to have to remove the restraints from a harness
I hope Josh H will post on the harness question. My reply would be that you need a rollbar, not just a harness bar in order to run a harness. I believe the 2007 rules will require a 5, 6 or 7 point harness, so some sort of anti-submarine strap in addition to 4 other points.
A full cage would work as well, the intent of the rule is to provide protection in the event of a roll over, and you cannot duck out the way because you are strapped in by a 5,6 or 7 point harness.

Regarding restraints...
The requirement for window nets and/or arm restraints are for the TT. It's either/or, but you gotta have one or the other. As Grant said, it's to keep all your parts inside the car in the event of an "off". As for the harnesses, the 2007 TTR's have not yet been released, but you should be able to use 4, 5, 6 and 7 point harnesses in any enclosed car.
Here's the short of what will be in print next week (or so). Any SFI/FIA certified harness with 3" webbing, and with some form of anti-submarining protection can now be used in PDX and Club Trials events in enclosed cars provided they're mounted safely.
As for your Sparco 4 point?? I hate to be the bearer of bad news, but the Sparco 4-point, while being SFI/FIA certified, does not have any form of anti-submarining protection, and as such is not allowed in either PDX or TT events. You can still use the OEM 3-point, but I would personally prefer a good harness and harness bar.
Roll bars or cages are no longer mandatory for harness use (in enclosed cars) in PDX and Club Trials events.

That is correct. So long as you are driving a street legal vehicle.
But if you are going to take the car into the TT, you will still need the net or the arm restraints.

In case anyone is planning on going with a 4-point harness... From what I've found, there is only one that meets _all_ of the requirements of the TTR. That's the Schroth Profi. The Schroth Rallye does not carry an SFI or FIA tag, and the Sparco does not employ any kind of submarining protection.
Personally, I think a real 5, 6 or 7 point harness is better than the 4 pointers anyway. But the 2007 TTR should allow _some_ 4-point harnesses...

This makes me happy. Now I don't have to find a cage to put in the car. I have the 5-point harness already taken care of. Easy mod to 6 point as well. Looking forward to the PDX!
